#BIS IS 1391:2023 AC Rule 2026 আসলে কী?

BIS IS 1391:2023 AC Rule 2026 হলো room air conditioner কেনার সময় safety, performance এবং conformity proof যাচাই করার buyer-level checklist।

BIS-এর official preview অনুযায়ী IS 1391 Part 2:2023 non-ducted split air conditioner এবং heat pump-এর safety ও performance requirement কভার করে। Scope-এ rated capacity 18,000 W পর্যন্ত থাকতে পারে। Single-phase AC-এর ক্ষেত্রে rated voltage 250 V a.c., 50 Hz পর্যন্ত এবং three-phase ক্ষেত্রে 415 V a.c., 50 Hz পর্যন্ত উল্লেখ আছে। BIS-এর IS 1391 Part 2 preview এই scope পরিষ্কার করে।

এই table phone notes-এ রাখুন। দরকার হলে dealer-এর সামনে খুলে দেখুন। অনেক buyer discount নিয়ে এত ব্যস্ত থাকেন যে outdoor unit-এর model number দেখেনই না। পরে installation-এর সময় mismatch ধরা পড়ে। তখন মাথাব্যথা শুরু।

Split AC কিনলে indoor unit নয়, outdoor unit label বেশি মন দিয়ে দেখুন। Compressor সেখানেই; warranty ও compliance claim-এ সেটাই বড় প্রমাণ।

#BIS আর BEE কি একই জিনিস?

BIS আর BEE এক জিনিস নয়—BIS পণ্যের standard ও safety compliance দেখে, BEE energy efficiency ও star label দেখায়।

BIS বা Bureau of Indian Standards হলো national standards body। BIS product certification overview-তে বলা আছে, certification সাধারণত voluntary হলেও Central Government Quality Control Order জারি করলে কিছু product category-তে standard mark বাধ্যতামূলক হতে পারে। BIS product certification overview এই framework ব্যাখ্যা করে।

একটা বাস্তব উদাহরণ ধরুন। আপনি 1.5 ton inverter split AC দেখছেন। Box-এ ISI mark থাকতে পারে, মানে product relevant Indian Standard মেনে certified। একই AC-তে BEE 5-star label থাকতে পারে, মানে নির্দিষ্ট label period-এ তার energy performance ভালো। এই দুই proof একে অপরের বদলি নয়।

দোকানে sales pitch হতে পারে—“Sir, 5-star আছে, সব clear।” না। 5-star বিদ্যুৎ bill-এর কথা বলে। ISI/BIS standard product compliance-এর কথা বলে। দুটোই check করুন।

5-star AC মানেই BIS check বাদ নয়। Star label efficiency certificate, safety certificate নয়।

June 2026-এ BEE label নিয়েও সতর্ক থাকুন। কিছু listing পুরোনো image ব্যবহার করে। আপনি label period, ISEER value, annual electricity consumption এবং model number একসঙ্গে দেখবেন। পুরোনো review দেখে 2026 purchase করবেন? করবেন না।

BIS CARE app-এর official page অনুযায়ী consumer “Verify Licence Details” ব্যবহার করে marked product-এর authenticity check করতে পারেন। App-টি Android এবং iOS-এ পাওয়া যায়। Product mark, hallmark, standard information, BIS labs/office location—এসব দেখতেও সাহায্য করে। BIS CARE app page এই feature list দেয়।

AC কেনার সময় আপনার step-by-step check এমন হবে:

1. Box label-এর clear photo নিন — brand, model number, product type, manufacturing month/year।
2. ISI/BIS mark খুঁজুন — শুধু sticker নয়; licence number আছে কি না দেখুন।
3. BIS CARE app খুলুন — Verify Licence Details option ব্যবহার করুন।
4. Licence holder ও product scope মিলিয়ে দেখুন — AC category, standard, brand/series mismatch আছে কি না।
5. Indoor এবং outdoor unit আলাদা করে দেখুন — split AC হলে দুটো unit-এর serial/model identity দরকার।
6. Invoice-এ full model লিখিয়ে নিন — “1.5 ton split AC” লেখা invoice দুর্বল proof। Exact model code চাই।

এখানে একটা বাস্তব সমস্যা আছে। কিছু dealer box খুলে দেখাতে চান না। sealed box ভালো, কিন্তু label না দেখালে আপনি verify করবেন কীভাবে? বলুন—“Box খোলার দরকার নেই, side label-এর photo দিন।” ভালো dealer দেবে। অস্বস্তি করলে অন্য দোকানে যান।

Online order করলে product page screenshot রাখুন। Delivery person চলে যাওয়ার আগে box damage, model number, manufacturing date, invoice name—সব check করুন। Installation technician এলে outdoor unit label-এর photo নিন। Warranty claim-এর সময় এই photo কাজে আসে।

Offline dealer-কে টাকা দেওয়ার আগে exact model, manufacturing month, BIS/ISI licence proof, BEE label period, sealed box condition, brand installation এবং invoice wording—এই ৬টি বিষয়ে প্রশ্ন করবেন।

প্রশ্নগুলো সরাসরি করুন। ঘুরিয়ে নয়। AC কেনা ₹30,000–₹60,000-এর সিদ্ধান্ত। Top-floor flat বা west-facing room হলে ভুল unit নিলে বিদ্যুৎ bill আর comfort—দুটোতেই ধাক্কা লাগবে।

Dealer-কে এই প্রশ্নগুলো করুন:

• এই AC-এর exact model number কী? শুধু “2026 model” বললে চলবে না।
• Manufacturing month/year কত? June 2026 purchase-এ 2024 stock কেন clearance হচ্ছে, সেটা বুঝুন।
• Box sealed আছে? Repacked, display, returned unit—এই শব্দগুলো শুনলেই সতর্ক।

Online marketplace-এ সমস্যা আলাদা। Product title অনেক সময় generic হয়: “1.5 Ton 5 Star Inverter Split AC with Copper Condenser.” কিন্তু actual model code description-এর মাঝখানে থাকে। কখনও image 2025-এর, title 2026-এর, seller stock old। এটা কি সব listing-এ হয়? না। কিন্তু high-discount days-এ mismatch ধরা পড়ে।

আপনার online checklist:

1. Product title নয়, model code ধরুন। যেমন RS-Q19 সিরিজ, FTKF সিরিজ, NU18 সিরিজ—যা-ই হোক exact code লিখে রাখুন।

Croma বা brand store থেকে কিনলেও একই নিয়ম। Offline store মানেই automatically safer নয়, আর Amazon/Flipkart মানেই risky নয়। Proof-based buying করুন।

• Box নেই, শুধু unit আছে — display/demo/returned unit হতে পারে।

• Warranty starts from dispatch, not installation — লিখিত clarification নিন।
• Cash-only heavy discount — GST invoice না দিলে service dispute কঠিন।

আপনি কি ₹4,000 discount-এর জন্য ১০ বছরের compressor warranty নিয়ে uncertainty নেবেন? বেশির ভাগ household-এর জন্য উত্তর—না। AC refrigerator নয় যে plug-in করলেই কাজ শেষ। Installation, copper pipe, drainage slope, vacuuming, voltage condition—সব মিলিয়ে system performance তৈরি হয়।

Old stock কিনতেই চাইলে safe formula:

• sealed box,
• manufacturing age preferably ১২–১৮ মাসের মধ্যে,
• exact model invoice,
• ISI/BIS mark visible,
• BEE label readable,
• brand-authorised installation,
• warranty start date clearly recorded।
